Two Rounds of REPLACEMENT Census Forms Mailed to Households Across Chicago Region
Mailings Prompt Residents to Return Questionnaires on Time

CHICAGO, APRIL 8, 2010—In an effort to reduce the estimated $2.7 billion cost of sending census takers to U.S. households that fail to mail back their 2010 Census questionnaires, the U.S. Census Bureau is in the midst of mailing second forms to millions of housing units across the three-state Chicago region that had below-average response rates in the 2000 Census.

“As we pass the mid-point of the Mailout/Mailback operation, we are confident that sending replacement questionnaires across Illinois, Indiana and Wisconsin will help the Chicago Region retain its position at or near the top of all 12 Census Bureau regions in mail back response rate,” said Stanley D. Moore, Chicago Regional Director.

Second questionnaires were mailed last week to every housing unit in Illinois, Indiana and Wisconsin that had a mail response rate of 59 percent or less in 2000, or about 1.5 million households.  The questionnaires were sent regardless of whether they had already returned their 2010 Census form.

In areas that had response rates between 59 and 67 percent—or at or below the 2000 national average of 67 percent—a second mailing of replacement forms are being mailed this week to those households that have yet to mail back their completed 2010 Census forms.

Every percentage point increase in the national participation rate by mail saves about $85 million. It costs the government just 42 cents to get a questionnaire back in the mail, but it costs taxpayers an average of $57 to count a household that fails to mail it back.

The mail participation rates in each of the three states of the Chicago Region—Illinois’ 67 percent, Indiana’s 71 percent, and Wisconsin’s 75 percent—are higher that the national participation rate of 64 percent.  Wisconsin’s rate leads all 50 states, and the Chicago Region leads all 12 Census Bureau regions with a 69 percent response rate.  Additionally, of the Top 50 places with populations of 50,000 or more, there are 18 with response rates higher than 74 percent in the Chicago Region.

Updates to these figures can be found after 4 p.m., Monday through Friday on the Take 10 Map on the 2010 Census website:  www. 2010.census.gov/2010census/take10map.
